HDO issued vs Junjun Binay

MANILA - The Sandiganbayan Third Division has issued a hold departure order (HDO) against dismissed Makati City Mayor Junjun Binay and 12 individuals tagged in the allegedly anomalous P2.28 billion Makati City Hall Building II project.

Aside from Binay, the following individuals are prohibited from traveling abroad:

Marjorie De Veyra, former Makati City administrator;
Gerardo San Gabriel, former Bids and Awards Committee (BAC) vice chairperson;
Pio Kenneth Dasal, former city legal officer
Lorenza Amores, former city budget officer;
Manolito Uyaco, former head, BAC Secretariat;
Rodel Nayve, former chairman, BAC Technical Working Group;
Line Dela Peña, former chief, Central Planning Management Office;
Connie Consulta, former CPMO civil engineer;
Nelia Barlis, former Makati City treasurer;
Cecilio Lim III, former Makati City accountant;
Eleno Mendoza, former acting city administrator; and
Efren Canlas, contractor, Hilmarc's Construction Corporation.

The anti-graft court clarified that the HDO has nothing to do with the finding of probable cause. Instead, the order was issued to maintain the effectiveness of the court's jurisdiction over the case.

The Sandiganbayan noted that Binay and others are not totally banned from flying outside the country, but would just need to seek travel permission from the court.

The HDO was issued on February 26 and was transmitted to Bureau of Immigration and Deportation on March 3.

The Sandiganbayan has started issuing copies of the HDO to the accused this week.
