Speaker wants to simplify NBI clearance application

House Speaker Pantaleon "Bebot" Alvarez is urging the National Bureau of Investigation to upgrade and modernize the process of obtaining clearance from the agency in a bid to provide an efficient system for Filipinos.

Speaking to radio DZMM, Alvarez said he does not understand why a person using an NBI clearance to apply for a job cannot use the same clearance to get a gun license.

"Pag kumuha ka ng NBI clearance dahil gusto mo mag apply ng trabaho, yung kinuha mong clearance na yun, pag ginamit sa ibang purpose tulad sa lisensya ng baril, kailangan kumuha ulit ng NBI clearance," Alvarez said in an interview on DZMM.

"It doesn't make sense na kuha ka ng kuha ng NBI clearance. Dapat baguhin yun," he said.

(If you get an NBI clearance for your job application, you cannot use that same NBI clearance for other purposes such as obtaining a gun license. It doesn't make sense to keep on getting an NBI clearance. That has to be changed.)

The House leader also told NBI Director Dante Gierran that having the same names as other people with "hits" and cases should not be a hassle for those seeking to get their documents.

"Kung iba naman yung middle name, iba naman yung picture, bakit pahihirapan pa ako na pumunta sa abogado at mag-issue ng affidavit na hindi ako yun?"

(If the middle name is different, or the picture is different, why do you have to make it hard for people by asking them to go to a lawyer and get an affidavit that says they are not the same person?)

Alvarez said the House is willing to grant additional funds for the NBI to upgrade its equipment and link its computers to courts.

"Pag na-file yung kaso mo, automatic na nafa-file sa NBI.
Pero pag na-dismiss yung kaso mo, hindi automatic na nalalagay sa NBI," he said.

(When a case is filed against you, it automatically reflects in your NBI records, but when your case is dismissed, it does not reflect on your record.)

The House is also looking to simplify the process for the application of birth certificates, he said.
