MANILA - The Sandiganbayan has found Noveleta, Cavite Vice Mayor Dionisio Torres guilty of malversation for the mishandling of P1 million from the President&#x27;s Social Fund during his time as town mayor.The Office of the Ombudsman had accused Torres of misappropriating or permitting other persons to embezzle and take away P1 million from the Office of the President through the President&#x27;s Social Fund in 2002.He was sentenced to 2 to 7 years in prison and was ordered to pay a fine of P1 million, the misappropriated amount, plus a 6 percent interest per year.The court noted that in his defense, Torres said it was Municipal Treasurer Teresita Vales and a certain Vicky Nicanor who withdrew the amount without his consent. “The Court finds the above-mentioned defense of the accused insufficient to rebut the prima facie presumption of misappropriation against him,” the court said in its decision.The anti-graft court noted that Torres did not dispute that he entered into a memorandum of agreement for a feasibility study for iodized salt manufacturing under the government’s &quot;One Town, One Product program.&quot;“For, it is jurisprudentially settled that the crime of malversation is committed not only through the misappropriation or the conversion of public funds or property to one’s personal use, but also by knowingly allowing others to make use of or misappropriate funds,” the court said.The court also barred Torres from holding any public office in the future.
