Jemar Modequilla was relieved for failing to resolve killings by &quot;riding-in-tandem&quot; gunmen or shooters on motorcycles.</p><p>&quot;Ang bilin kasi ay talagang bantayan &#x27;yung kanilang lugar para maiwasan &#x27;yang mga riding-in-tandem. Wala kasing naging report niyan at di kaagad natin nalaman... No less than the chief PNP (Director General Ronald dela Rosa) ay napuna &#x27;yan,&quot; Albayalde said.</p><p>Modequilla headed the Caloocan police force for 6 months. Restituto Arcanghel, former chief of the Manila Police District&#x27;s (MPD) Public Safety Battalion, will replace Modequilla. </p><p>Meanwhile, Albayalde also ordered the relief of Supt. Amante Daro, chief of MPD Station 11, following killings in his area of responsibility. Christian Dela Cruz, chief of Quezon City Police Station 11 (Galas), because of his messy station.
