DOJ: Alleged foreign terrorist arrested in Makati, not Manila

MANILA - An Egyptian man with alleged links to ISIS was not apprehended at an apartment in Ermita, Manila and was instead arrested in Makati City, based on CCTV footage subpoenaed by the Department of Justice (CCTV).

This was revealed during Monday’s hearing on the motion for reconsideration filed by authorities on the DOJ’s resolution junking the illegal possession of firearms and explosives complaint against Fehmi Lassqued and his Filipina partner, Anabel Moncera Salipada.

The police and military’s complaint alleged that the two were arrested together on February 16 in Manila.

The Public Attorney’s Office, representing Lassqued in the case, said it may possibly pursue charges against Lassqued’s arresting officers and those who lodged the complaint.

Lassqued arrived into the country in July 2016, and used to be an ISIS official, according to the military.

In junking the case, Senior Assistant State Prosecutor Peter Ong pointed out that photo evidence of the seized firearms and explosive devices submitted during the preliminary investigation showed a different background compared to the couple’s apartment, suggesting that “these pictures were taken in a place other than the [couple’s] apartment.”

Ong further said the separate medical examinations of Lassqued and Salipada suggests they were apprehended separately, and in separate places.

Ong will resolve the pending motion for reconsideration.
