It is very obvious that Jinggoy is the one behind her candidacy,&quot; the 41-year-old Zamora told ANC&#x27;s Headstart.</p><p>&quot;If Jinggoy becomes de facto mayor, that means we are going back to the late 90&#x27;s, early 2000&#x27;s where our budget was just P300 million then,&quot; he said.</p><p>&quot;If you will compare the Jinggoy and JV (Ejercito) and Guia (Gomez) administration, during the time of Mayor Jinggoy, San Juan was really not progressive. You have the budget as a basis, the development as a basis,&quot; he said.</p><p>The former senator, however, rejected Zamora&#x27;s claims, saying he will not meddle with his daughter&#x27;s leadership.</p><p>&quot;That&#x27;s not true. My daughter is very competent. She will not allow me to meddle with her decisions,&quot; Estrada said in a statement.</p><p>He also denied that San Juan lacked progress under his rule as city mayor. Estrada served as mayor of San Juan from 1992 to 2001. </p><p>&quot;When I came in, budget was only P60 million. I increased to P300 million for development of San Juan,&quot; he said.</p><p>Zamora is running against the 29-year-old younger Estrada in a bid to end the half-century long rule of former President Joseph &quot;Erap&quot; Estrada&#x27;s clan in San Juan.</p><p>Zamora, son of San Juan Rep. Ronaldo Zamora, also belongs to a political dynasty once allied with the Estrada family.</p><p>The rift between the 2 dynasties in San Juan started in 2015 after father and son Ronaldo and Francis Zamora were allegedly dropped from the Estrada lineup for the 2016 elections.</p><ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/01/03/18/halalan-sa-san-juan-estrada-vs-ejercito-vs-zamora">Halalan sa San Juan: Estrada vs. Ejercito vs. Zamora?</a></li></ul><p>The Zamoras earlier claimed that Francis was supposed to be the runningmate of re-electionist mayor Gomez, but was replaced by Janella who was then being groomed by the Ejercito-Estradas as another political scion.</p><p>Rep. Zamora, who was supposed to be the congressional bet of the Estrada-led United Nationalist Alliance, was replaced by Jana Ejercito who was former President Estrada&#x27;s niece.</p>
