<p>MANILA - Philippine National Police chief Gen. Archie Gamboa on Wednesday praised the law enforcer who tried to take down and arrest a foreigner who yelled at and cursed him for enforcing the quarantine policy in an exclusive village in Makati City.</p><p>Gamboa, along with PNP spokesperson Police Brig. Gen. Bernard Banac and Metro Manila police chief Maj. Gen. Debol Sinas, visited Police Senior Master Sgt. Roland Von Madrona in the latter&#x27;s assigned station in Makati.</p><p>The country&#x27;s top cop personally thanked Madrona for his &quot;impartial&quot; action in accosting persons violating the enhanced community quarantine rules in the city.</p><p>“Nandito lang ako sa likod mo. You showed the Filipino people that policemen are not partial; we are impartial. [Nandito kami] para ipakita sa kanila na yung ginawa ni Madrona ay tama, and I hope it gets across everybody this message,” Gamboa said.</p><p>(We&#x27;re behind you. [We&#x27;re here] to show them that what Madrona did was right, and I hope this message gets across to everybody.)</p><p>Madrona is expected to be honored in a ceremony in Camp Crame, the PNP&#x27;s national headquarters located in Quezon City.</p><p>In two separate videos, the cop was shown trying to arrest Spanish citizen Javier Salvador Parra as the latter berated him and his fellow officer, after they tried to accost the foreigner&#x27;s maid for not wearing a face mask while outside the residence.</p><figure class="op-interactive"><iframe src="https://www.youtube.com/embed/lMCZFJTK57E?enablejsapi=1"></iframe></figure><div class="iwantbar">Watch more in <a href="//www.iwantv.com.ph/">iWantv</a> or <a href="//tfc.tv/">TFC.tv</a></div><p>Under Makati&#x27;s City Ordinance No. 2020-089, residents, workers and all other persons in the city are required to wear face masks and other protective equipment while outdoors or in public places.</p><p>Madrona had said that what forced him to try and arrest Parra was when the foreigner cursed at him and even gave him the finger despite several attempts to make him understand why they were there.</p><p>He has already filed charges of direct assault, resistance and disobedience to a person in authority, and unjust vexation, as well as violation of the Law on Reporting of Communicable Diseases and a Makati City ordinance penalizing the non-wearing of face masks against the Spanish citizen.</p><p>Former Supreme Court Justice Antonio Carpio, meanwhile, reminded law enforcers that they could not enter a residence without the owner’s permission or a court warrant.</p><ul class="op-related-articles">	<li><a href="https://news.abs-cbn.com/news/04/27/20/no-warrant-no-arrest-inside-homes-ex-justice-carpio-tells-cops">No warrant, no arrest inside homes, ex-justice Carpio tells cops</a></li></ul><div><strong>--Report from Jerome Lantin, ABS-CBN News</strong></div>
