The Employers Confederation of the Philippines (ECOP), meanwhile, said they find some provisions of the EO very strict and may be prone to abuse. But the group said they will try to live with it.

Serio Ortiz Luis, honorary chairman and governor of the ECOP, also defended sub-contracting as it is allowed by law. This practice, he added, exists in other countries.
