MAYNILA - Ipinaliwanag ni Justice Secretary Menardo Guevarra ang kahulugan at epekto ng pagdedeklara ng “persona non grata” laban sa isang indibidwal.Sabi ni Guevarra, ang isang resolusyon halimbawa ng isang konseho ay nangangahulugan lamang ng pagpapahayag nila ng sentimyento o ng isang lawmaking body laban sa isang partikular na tao.Ayon sa kalihim, wala itong kapangyarihan ng batas o ng isang ordinansa.Kapag ang isang tao ay idineklarang persona non grata, hindi naman aniya nawawala ang kanyang mga karapatan sa ilalim ng konstitusyon para sa parehas na proteksyon sa ilalim ng batas.&quot;A resolution merely expresses the sentiment of a lawmaking body on a certain matter or person. It does not have the force of a law or an ordinance.
