Senior Police Inspector 3 Emilio Luzaria

A policeman who was among those tagged by President Rodrigo Duterte in the illegal drug trade has been dead for three years now.

Senior Police Inspector 3 Emilio Luzaria died in July 2013, after he shot it out with agents of the Philippine Drug Enforcement Agency.

Luzaria was arrested during a buy-bust operation in Poblacion, Iligan. He allegedly attempted to disarm an agent while en route to PDEA headquarters in Cagayan de Oro, city director Colonel Leony Roy Ga said.

Luzaria was just one of the many cops identified by the president over the weekend.

On Monday, Philippine National Police Chief, Director General Ronald dela Rosa faced cops accused in the drug trade.

In an invective-laden speech in Camp Crame, dela Rosa told off 32 police officers, including 15 police officials, to change and stop their involvement in illegal drugs.

"I am leading the PNP and there are people involved sa sindikato (in the syndicate). T*****a, Diyos ko. Maawa ka, Panginoon. (My God, have mercy.) After this, pag hindi kayo magbago, papatayin ko kayo. Kahit retired na ako, ha-huntingin ko kayo," he told his men.
[If you do not change, I will kill you. Even if I am retired, I will hunt you down.]

Dela Rosa said police officers who are on the take from drug syndicates only want to enrich themselves without thinking about the future of the country. He also cursed policemen who "recycle" seized narcotics to make a profit.
