Jasmine Navarro Regino ng CHR, matapos ang privilege speech ni Sen. Risa Hontiveros ukol sa umano&#x27;y &quot;kulto&quot; ay agad silang bumuo ng task force na nagsagawa ng imbestigasyon sa Kapihan, ang lugar kung saan nakatira ang grupo.“Based on the initial investigation I should say we can confirm some of the allegations here. Ronald “Bato” Dela Rosa.Sa panig naman ng Department of Environment and Natural Resources DENR), lumalabas na napunta sa SBSI ang kontrol sa Kapihan sa pamamagitan ng isang kasunduan sa gobyerno ng mga people’s organization sa ilalim ng tinatawag na PACBARMA o Protected Area Community Based Resource Management Agreement.Sabi ni DENR-CARAGA Regional Executive Director Nonito Tamayo, sa ilalim ng kasunduan na ito, binibigyan ng 25 taon ang SBSI para pamahalaan ang Kapihan at maaari itong palawigin sa loob ng panibagong 25 taon pa. “Itong Socorro Bayanihan Services Inc., is 1 of the 12 PACBARMA. Ito ay isang agreement between DENR and the peoples organization for them to occupy, cultivate and benefit from the fruits of their labor,“ aniya.Sabi ni Tamayo, 19 na taon nang pinamamahalaan ng SBSI ang Kapihan at magtatapos ang 25 taon nito sa 2029. Dadaan pa naman aniya sa “evaluation” ang kasunduan kung papahintulutan pa ang SBSI na magkapag-renew ng panibagong 25-taon.Inamin ni Tamayo na kahit ang mga tauhan ng DENR na may kapangyarihan naman na bisitahin ang Kapihan ay kinakailangan pang kumuha ng permiso mula sa pamunuan ng SBSI.“Kahit po yung aking mga tauhan - despite our visitorial power we still to get clearance from them to be able to exercise our monitoring and evaluation,” pag-amin ni Tamayo.Pero itinanggi ito ni Mamerto Galanida ng SBSI dahil bukas naman aniya ang Kapihan sa mga tauhan ng DENR.“I cannot remember of any incident na binawalan namin ang DENR kasi regular naman silang nagpunta don.
