MANILA — Ernesto Abella, a former spokesperson of President Rodrigo Duterte, on Friday filed his certificate of candidacy (COC) for president in a bid to succeed his former boss.<blockquote class="twitter-tweet">Ernesto Abella, former spokesman of Pres.
