MANILA - The Office of the Ombudsman has found probable cause to charge former Capiz Governor Vicente Bermejo of violating the Anti-Graft and Corrupt Practices Act for the purchase of four vehicles without proper bidding.Ombudsman Conchita Carpio Morales has approved the finding of probable cause against Bermejo after it was found out that he gave the go-signal for the purchase of three Pajero wagons and one Isuzu Manlift truck through a public auction, an act in violation of the Government Procurement Reform Act. “As verified with the Procurement Service-PhilGEPS, there was no invitation to bid posted at the PhilGEPS website for the procurement of the four vehicles by the province of Capiz for 2007,” the Office of the Ombudsman said in a statement.The Commission on Audit also found out that the P1.95-million check payment was made payable to Bermejo “as reimbursement.” “The fact that the check intended for the payment of the vehicles is issued in respondent’s name would further show the irregularity in the purchase,” it said. Bermejo did not file a counter-affidavit during investigation, the Ombudsman also noted.
