[Having] two or more armed guards is [considered] a private army. Iyang dalawa na iyan, if two bodyguards cannot save you, then that is your destiny in this world,” Duterte said in a speech in Malacañang.</p><p>The Alunan doctrine was introduced by former Interior Secretary Rafael Alunan III, who served during presidency of Fidel Ramos.</p><p>In a Facebook post back in October 2015, Alunan said he initiated Oplan Paglalansag during his stint as Interior secretary.</p><p>Alunan said this “called for setting the rule that more than two armed men moving or assembling in a group constitute a private army that must be broken up and disarmed. It also called for the recovery of loose firearms throughout the country.”</p><p>In his speech, Duterte recalled how he removed the security aides of local politicians who were allegedly abusing the privilege.</p><p>&quot;May mayors tinanggalan ko ng bodyguard because sila yung mga warlords na. They strut around,&quot; he said.</p>
