Jauhn Etienne Villaruel, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Former Commission on Audit commissioner Heidi Mendoza files her certificate of candidacy on Oct. 8, 2024 in a bid to join the senatorial race in 2025. <em>Jauhn Etienne Villaruel, ABS-CBN News</em></span></span></span></div><p>MANILA — Former Commission on Audit (COA) commissioner Heidi Mendoza filed her certificate of candidacy (COC) on Tuesday to join the senatorial race in 2025.</p><p>Mendoza said she has been fighting corruption for 27 years. </p><p>&quot;Marami na pong nagsabing lalabanan ang katiwalian [pero] narito po ako, 27 taon ang kasaysayan ng pakikipaglaban ko sa katiwallian,&quot; Mendoza said.</p><p>(Many people have talked about fighting corruption, but I have 27 years of fighting corruption)</p><p>COA is an independent body created by the 1987 Constitution and tasked with being the external auditor of government agencies and state firms. </p><p>After her stint at COA from 2011 to 2015, Mendoza was appointed undersecretary general of the United Nations Internal Oversight Services.</p><p>&quot;Ako sa buong buhay ko, hindi lamang lumaban, kundi tumaya at muntikan nang magbuwis ng buhay,&quot; she said.</p><p>(My entire life, I have not only fought corruption but have put my name and my life on the line)</p><p>If elected senator, Mendoza said she would push for educating Filipinos on the budget process so they could flag possible irregularities before the yearly budget law is pased.</p><p>&quot;Ang una kong gagawin ay alamin at ituro ang tamang proseso [ng budget] sa taumbayan dahil ito ay pera ng bayan... Kaya po ako&#x27;y nangahas para maituloy ko po yung pagsasalita, pagtuturo ng budget information, pagiging transparent,” she told reporters.</p><p>(The first thng I will do is teach the people about the budget process because this is their money.
