House panel invites lawyer notarizing OVP documents in next probe

MANILA — The House Committee on Good Government and Public Accountability on Monday moved to invite a lawyer who has been notarizing documents from the office of the Vice President (OVP), including papers linked to the agency’s confidential fund.

A certain Atty. Rochelle Abella needs to be invited to congressional investigations as several officials of the OVP still refuse to heed the subpoena issued against them, 1-Rider Party-list Rep. Rodge Gutierrez told reporters.

“I think the most important fact to note ay napaka-evasive ng ating officials sa OVP so napaka-opaque. This is the opposite of transparency and accountability, so we have to find if there are other ways to find out the truth,” he said.

“We will have to see what personal knowledge Atty. Abella has, if she can recount to us the procedure in which she certified those certifications, it might shed some light,” he said.

Abella is also expected to explain why she notarized several documents without the presence of the signatories after several OVP officials told lawmakers that they were surprised to know that their sworn statements to be submitted to the House panel were already processed by the said lawyer.

“It seems like she is also handling personal notarization and documents of all the employees of OVP and DepEd without the employees’ knowledge,” Nueva Ecija Rep. Mika Suansing said.

“She is already operating outside her jurisdiction, which renders the notarization invalid,” she said.

Suansing flagged the practice saying that the OVP seems “to be centralizing the sending of documents” within the agency.

“Baka may filter, baka may nagre-review ng statements nila as to whether it is allowable na i-release,” the lawmaker said.

“I don’t know why officials of the Office of the Vice President are barred from directly sending their statements to the committee,” she added.

At least 5 other officials linked to Vice President Sara Duterte have continuously refused to attend House investigations citing their official business outside Metro Manila.

The House panel earlier moved to cite in contempt and order the arrest of 4 of these individuals, while Zuleika Lopez — Duterte’s chief of staff — was given a final chance to attend the next hearing before the Committee cites her in contempt.

Lopez earlier told lawmakers that she traveled to the United States to care for her ailing aunt.

Duterte earlier declined to attend the House investigations, claiming that the “inquiry is based on unsubstantiated allegations.”
