Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA — Vice President Sara Duterte confirmed that she would comply with the summons issued by the Senate impeachment court.</p><p>In an interview in Kuala Lumpur, Malaysia on Thursday, Duterte said her defense team was preparing on how to respond to the summons.</p><p>“’Pag-usapan namin yan ng ating mga defense counsels at pinag-uusapan na nila ngayon kung paano nila gagawin yung pag-comply sa summons ng Senate,” she said.</p><p>On June 11, the Senate impeachment court <a href="https://www.abs-cbn.com/news/nation/2025/6/11/senate-impeachment-court-issues-summons-for-vp-sara-duterte-1117">served the summons</a> at the Office of the Vice President headquarters in Mandaluyong City.</p><p>It contained the seven articles of impeachment transmitted by the House of Representatives and ordered the vice president to file her answer within 10 days upon receipt with no extension.</p><p>She was also summoned to appear at the Senate’s Session Hall in Pasay City on a date and time to be set by the Presiding Officer, Senate President Francis Escudero.</p><p>The summons directed her to &quot;obey, and perform such orders, directions, and judgments as the Senate, sitting as an impeachment court, shall make in the premises according to the Constitution and laws of the Philippines.&quot; </p><p>“Hereof, you are not to fail,” it added.</p><div><br/></div><div><strong>SUMMONS ‘CONFUSING’  </strong></div><div><br/></div><p>But a member of the House prosecution panel said Friday that the summons was “confusing.”</p><p>Impeachment prosecutor and Oriental Mindoro First District Rep. Arnan Panaligan noted that before issuing the summons to Duterte, the Senate had <a href="https://www.abs-cbn.com/news/nation/2025/6/10/senate-s-return-of-sara-impeachment-complaint-to-house-draws-brickbats-0005">sent back the articles of impeachment to the House</a> to remedy alleged legal infirmities.</p><p>“Medyo nakakalito dahil kung nagpadala ka ng summons sa isang respondent, among naka-attach na complaint? E ni-remand nga sa House,” Panaligan told DZMM.</p><p>“Usually sa korte, kapag nakatanggap ka ng subpoena, naka-attach dapat yung habla na iyong sasagutin. Medyo yata iba ang nangyari ditong procedure,” he added.</p><p>Tuesday night&#x27;s 18-5 Senate vote ordered the House to certify it had not violated the Constitution by hearing three impeachment complaints before the one that ultimately went to a vote.</p><p>The constitution bars subjecting anyone to multiple impeachment proceedings within the same year.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/11/house-defers-acceptance-of-returned-articles-of-impeachment-against-vp-duterte-2316">House defers acceptance of returned articles of impeachment against VP Duterte from Senate Impeachment Court</a></div><p>House member Ysabel Maria Zamora said the final impeachment complaint had &quot;consolidated all the articles&quot; into one.</p><p>On Wednesday night, the House passed a resolution certifying that the impeachment proceedings against Duterte fully complied with the constitution, including the filings of the first three complaints.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/11/house-certifies-impeachment-of-vp-duterte-complied-with-constitution-2053">House certifies impeachment of VP Duterte complied with Constitution</a></div><div><br/></div><div><strong>&#x27;NOTHING TO DO BUT WAIT&#x27;</strong></div><div><br/></div><p>New House members who will take their seats on June 30 must comply with one more order from the Senate impeachment court: certify that they remain willing to prosecute the case.</p><p>“Talagang lahat ay nakabitin… Most likely ito’y tatawid sa 20th Congress,” Panaligan said.</p><p>“Talagang wala tayong magagawa ngayon kundi maghintay. In the meantime, naghahanda rin naman kami…pinag-aaralan ang dapat pag-aralan,” he said.</p><p>The 20th Congress will open on July 28 and elect the Senate President and Speaker in the morning, Panaligan noted.</p><p>In the afternoon of the same day, President Ferdinand “Bongbong” Marcos Jr. will deliver his fourth State of the Nation Address (SONA).</p><p>“Definitely sa July 28, walang ano mang mangyayari tungkol sa impeachment. Sa Tuesday (July 29), kanya-kanyang session ‘yan. Doon po natin malalaman kung anong magiging hakbang ng Senado,” he said.</p><p>“We expect of course may mga manifestation na naman d’yan, may mga motion. Talagang we really cannot predict.
