Alan Peter Cayetano on Wednesday grilled the health department over the “locked” health centers in EMBOs or Enlisted Men&#x27;s Barrio, the barangays that were moved to the jurisdiction of Taguig from Makati. The city government of Taguig had criticized Makati for stopping the operations of health centers and lying-in clinics in the 10 EMBO. The jurisdiction over these barangays were transferred to Taguig City from Makati City following decades of court battles that concluded at the Supreme Court.<div><a href="https://news.abs-cbn.com/news/08/16/23/makati-taguig-row-reaches-senate-hearing-on-budget">Sen. Alan Cayetano raises Makati-Taguig row during budget hearing</a></div>During the Department of Health’s (DOH) budget hearing, Cayetano, husband of Taguig Mayor Lani Cayetano, asked Secretary Ted Herbosa about what he did after these health centers were locked by the Makati government. “The next thing I heard, you were on radio… saying wala kang magawa kaya ang gagawin mo na lang, you will give mobile clinic, medicine, you will give people to help,” the senator said. “Everything you said… you did not do. You did not send mobile clinics, you did not send personnel and when Mayor Lani called you, instead of addressing her concerns, and sagot mo, write you,” he added. Herbosa responded by saying he knew of the closure of said health centers in EMBO barangays. “Yes, alam namin na nakakandado. Remember the agreement was, after September 1, they would [be] turned over. Yet they didn’t,” said Herbosa. <div><a href="https://news.abs-cbn.com/news/01/03/24/makati-says-taguig-knew-beforehand-embo-health-centers-will-be-closed">Makati blasts Taguig, says it knew beforehand ‘embo’ health centers will be closed</a></div>The health secretary noted that he had talked to the agency’s focal person in Taguig regarding the health centers. “That time we were also – I even added a new regional director for Metro Manila,” he said. The DOH is “paying for” the Medical Assistance to Indigent Patients (MAIP) of Taguig, Herbosa said. Cayetano ended his statements by saying he was disappointed with the health secretary. Despite the closure of health centers in EMBO areas, Taguig has said residents could still access medical services through their telemedicine facility.They have also identified health centers in the city as catchment centers for patients of EMBO barangays who may need to visit a health facility.For decades, Taguig City and Makati City have been at odds over the ownership of the disputed properties, as well as the renowned financial district BGC, also known as Fort Bonifacio or The Fort.
