Marcos Jr. OKs Service Recognition Incentive to government employees

MANILA — President Ferdinand Marcos Jr. has authorized the grant of a one-time Service Recognition Incentive (SRI) to be provided to all qualified government employees at a uniform rate not exceeding P20,000 for 2024.

Administrative Order 27 signed by the President on December 12, 2024 says the financial incentive is in recognition of state workers’ “collective and invaluable contributions to the government's continuing efforts in pursuing the objectives, commitments, targets, and deliverables under the Philippine Development Plan 2023-2028 and the President’s 8-Point Socioeconomic Agenda.

The SRI applies to all civilian personnel in national government agencies, including those in state universities and colleges (SUCs), Government-Owned and Controlled Corporations (GOCCs), occupying regular, contractual, or casual positions; as well as military and uniformed personnel; employees in the legislative and judicial branches, and other offices with fiscal autonomy; and employees in local government units (LGUs) and local water districts.

According to the AO, the incentive will be given to employees occupying regular, contractual, or casual positions, who have completed at least 4 months of satisfactory government service as of November 30, 2024, and who are still employed by the government.

Meanwhile, those who have rendered less than four months of satisfactory service by the same date will receive a pro-rated share of the SRI.

Excluded from the grant of the SRI are workers engaged without employer-employee relationship, and whose compensation are funded from non-personnel services (PS) budgets such as consultants and experts engaged for a limited period to perform specific activities or services with expected outputs, laborers engaged through job contracts (pakyaw) and those paid on piecework basis, student workers and apprentices, and individuals and groups of people whose services are engaged through job orders, or contracts of service.

The payment of SRI to all qualified government employees shall be made not earlier than December 15, 2024.
