Marcos orders MMDA to suspend fine vs e-bikes on national roads

Mark Demayo, ABS-CBN NewsMANILA — President Ferdinand Marcos, Jr. on Thursday ordered the Metropolitan Manila Development Authority (MMDA) to suspend the apprehension of e-bikes, e-trikes, tricycles, pedicabs, pushcarts, and similar vehicles passing national, circumferential, and radial roads in Metro Manila.

“Ngayong araw na ito, iniutos ko sa MMDA  at sa lahat ng lokal na pamahaalan sa Metro Manila na bigyan ng palugit ang mga e-bikes, e-trikes at iba pang apektadong sasakyan na dumadaan sa ilang tukoy na daan sa Metro Manila,” Marcos tweeted on X.

(I ordered the MMDA and all local governments in Metro Manila to grant a grace period to e-bikes, e-trikes and other affected vehicles plying certain roads in Metro Manila.)

But Marcos clarified that e-bikes, e-trikes, and other similar vehicles are still banned on select major thoroughfares under MMDA Regulation No. 24-022 series of 2024.

“Ang sakop ng grace period ay ang hindi pag-ticket, pag-multa at pag-impound ng mge e-trike,” he said.

“Kung paparahin man sila, ito ay upang maayos na maituro ang mga kalsadang maaari nilang gamitin, pati na ang pagpapaalala ng mga bagong patakaran na ipinapatupad upang paigtingin ang kaligtasan at kaayusan sa mga langsangan," he added.

(The grace period covers the issuance of tickets, fines, and impounding of e-trikes. If they are apprehended, they will be instructed on which roads they could use and reminded on guidelines.)

Marcos said more time is needed to inform the public about the ban.

The President, however, did not specify until when the grace period would be implemented.

The MMDA earlier said that the prohibition was enforced due to the increasing number of accidents involving e-bikes, e-trikes, and e-scooters.

According to the MMDA Road Safety Unit, a total of 907 e-bike, e-trike and e-scooter related road crashes were recorded in Metro Manila last year.

In 2019, only 309 accidents were recorded.
