MANILA — The Chinese military uniforms discovered by Philippine authorities in the illegal POGO facility in Porac, Pampanga appear to be authentic but are outdated, according to the Presidential Anti-Organized Crime Commission (PAOCC). 

"We've talked to military experts from within the intelligence communities and apparently they agree, na ito nga po ay mga authentic na mga military Peoples Liberations Army uniforms," Winston John Casio, PAOCC spokesperson, said in a televised interview.

"But then again, tama po kayo dated na po ito, meaning to say mga lumang mga uniporme. So, pupuwedeng mga beterano nga po ang mga may-ari nito, so it could [be] that the veterans working or owners of this particular scam farms or they just bought it as a collection item, puwede pong ganoon," Casio said.

He however said that they could not discount the possibility that there are Chinese military spies in the facility.

“Iyong isa, iyong pinakamalala ay baka naman mayroon nga talagang military spies na imbedded dito sa ating mga illegal na mga online gaming farms na ito, bear in mind, these are scam farms. These are what I dub as conduits of money laundering ‘no, so medyo malaking problema po ito para sa bayan natin kung mapatotohanan natin na mayroon ngang nakapasok na espiya sa mga scam farms na ito,” he said. 

Casio said that they could not conclude such a theory until they have strong proof that the facilities were indeed being used for espionage. 

“Until such time that we have strong evidence na talagang may nangyaring mga pang-iespiya, espionage, coming from these scam farms, I would like to believe that all of these are just at the moment are collector items,” he said. 

Meanwhile, Casio said the agency has also been able to retrieve evidence from the raid as well as from partner agencies that would point to the so-called beneficial owners of the Philippine Offshore Gaming Operator facilities. 

“Kasi, the owners on paper do not necessarily reflect the actual owners, the so called beneficial owners of this particular scam farm. So, all of these individual will be charge accordingly with the different violations that they’ve had,” he said.
“Also, mayroon din po tayong mga na-identify ng mga 'managers', mga 'torturers', mga 'enforcers' na naituro ng ating mga witnesses at saka ng mga complainants. Makakasuhan din po natin ang mga ito.”

'SLEEPER CELLS' 

Former Sen. Panfilo Lacson on Thursday recalled receiving information about the presence of alleged sleeper cells of China's People's Liberation Army in the country as early as 2020.

"Ang nakakapangamba dito, kasi I remember in 2020, I came out with an intelligence report, although I would consider that report A6, because yung source na dati kong napagkunan ng information, marami siyang information na talagang patok o accurate. But yung mismong validation di ma-validate yung sinasabi niya na there were around at the time 2020, there were around mga 2,000 PLA, parang sleeper cells ng PLA na nandito sa PH. So nakaka-worry," Lacson said.

"At sinabi ko nga sa AFP noon, sa intel community, tingnan nyo ito. Kasi hindi maikakaila, di naman tayo umabot sa panahon ng Hapon. Pero  I remember from the old folks, sinasabi nila, yung sari-sari store owner na Hapon, noong nagkagiyera, nang in-invade ng Hapon ang PH, colonel pala. May ganoon. So parang remembering that story coming from my grandparents na ganoon nangyari noon, nag-flashback sa akin baka ganito rin ito," he said.

Lacson said that reports of the discovery of alleged PLA uniforms are subject to validation. 

"Of course, subject to validation naman yung mga uniforms and medals,  kung talagang baka  naman sa Raon,  sa Quiapo o sa Santolan  di natin alam i. But it’s worth looking into, because of the issues na nangyayari sa WPS," Lacson said.

Lacson said authenticating the uniforms could prove difficult.

"Pero saan mo iko-coordinate, sabi ni Usec Gilbert Cruz, iko-coordinate sa counterpart? Sinong counterpart? Chinese government? It would be easy for them to deny. Sinong aamin na meron kaming sleeper cell sa bayan ninyo? Kung totoong mayroong ganoon, classified yan, hindi nila ishe-share yan. I suppose mayroon namansariling paraan yung authorities to  really verify and validate kung authentic ba itong mga uniforms pati bang paraphernalia na nakuha doon," Lacson said.
