Risa Hontiveros said Thursday. </p><p>“Ngayon talagang masasabi na natin na 101 percent na si Guo Hua Ping ay si Alice Guo,” Sen. Sherwin Gatchalian told TeleRadyo Serbisyo. </p><p>Quoting NBI director Jaime Santiago, Gatchalian said: “Ang fingerprint...infallible, ibig sabihin hindi nagkakamali yan. Bawat isang tao, mayroong iisang fingerprint lang... Kahit kambal, hindi nagkakaparehas ng fingerprint. At nagagamit ito sa korte.” </p><p>(We can now say that Guo Hua Ping is Alice Guo. Fingerprints are infallible. Each person has unique fingerprints. Even twins have different fingerprints. Kung hindi pa pumutok itong POGO hub, baka nagtuloy-tuloy yan hanggang senador at iba pang puwesto,”Gatchalian said. </p><p>“Nakakatakot ako na ganito kalaking butas sa ating proseso naabuso ng mga dayuhan at nakatakbo bilang isang lingkod-bayan,” he added. </p><p>(That is what’s most important because a foreigner, a fake Filipino got past us and even became mayor. This gap in our processes which allowed a foreigner to run for public office is terrifying.)</p><p>He urged Guo to divulge what she knows about the POGOs in Pampanga, which were raided for alleged scams, torture, and other irregularities. </p><p>“Hindi siya maabswelto for sure, hindi siya makakawala. Pero pwede siguro pababain yung sentensya nya o gawing mas mababa yung kaniyang penalty,” the lawmaker said. </p><p>(She won’t go scot-free for sure. Anyway, expected na naman na these documents will be used in the Legal Arena. Then, that is were we can comment on this issue,&quot; he said in a statement. </p><p>Gatchalian has filed a <a href="https://news.abs-cbn.com/news/2024/6/20/senate-probe-on-fake-birth-certificates-late-birth-registration-sought-1148">resolution</a> seeking to investigate fake birth certificates and late birth registration. </p><p>At least 308 fake birth certificates were used to apply for Philippine passports from January to September 2023. Six foreign nationals received Philippine passports, Gatchalian previously said, citing Philippine Statistics Authority (PSA) data.</p><p>Citing information from the Department of Foreign Affairs, Gatchalian noted that some foreigners posed as Filipinos “by presenting authentic and genuine PSA-issued birth certificates, along with government-issued ID”. </p><p>Meanwhile, some 127,919 births were registered after the 30-day period for registration, according to Gatchalian’s resolution that cited 2022 PSA data. </p><p>“Syndicates may be behind the proliferation of fake birth certificates as well as the apparent abuse of the late birth registration system,” Gatchalian said in a statement. </p><p>The senator said he hoped to craft a legislation or policy recommendation through the inquiry. </p>
