This came after his meeting with some teachers groups, including the Alliance of Concerned Teachers (ACT), which requested for this. 


"We issued one already, or we will issue today, ito iyong suspension ng RBPMS [Results-Based Performance Management System] or iyong teachers’ reports. Ito iyong nire-review nila ang performance nitong nakaraang school year 2023-2024," Angara told reporters after he led his first flag-raising ceremony at the DepEd.

MANILA – Education Secretary Sonny Angara on Monday said he suspended the submission of teachers’ reports and their performance review to help them focus on preparing for the opening of classes on July 29.


This came after his meeting with some teachers groups, including the Alliance of Concerned Teachers (ACT), which requested for this. 


"We issued one already, or we will issue today, ito iyong suspension ng RBPMS [Results-Based Performance Management System] or iyong teachers’ reports. Ito iyong nire-review nila ang performance nitong nakaraang school year 2023-2024," Angara told reporters after he led his first flag-raising ceremony at the DepEd.


"Ang reklamo ng teachers, nagkakasabay siya sa bukasan ng pasukan. So ang daming kailangan na documentation, etc so sabay sa Brigada Eskwela, sabay sa opening of classes, so sinuspend namin for maybe one or one and a half months," he said. 



ACT welcomed Angara's pronouncement, calling it a "positive first step in the right direction".


"We are pleased that Secretary Angara has heeded our call to suspend the RBPMS. This was our priority request during our initial dialogue with him and on July 19, 2024, the day he assumed DepEd's leadership," ACT Chairperson Vladimer Quetua said in a statement. 


"The suspension of RBPMS will provide much-needed relief to our teachers who have long been burdened by excessive paperwork and administrative tasks that take away time from school opening preparations and activities and actual teaching," Quetua added. 


He also urged Angara to immediately revoke DepEd's commitment to the Civil Service Commission for the submission of the Individual Performance Commitment Form (IPCRF) which he said "proved to be burdensome to teachers". 


OTHER CONCERNS OF TEACHERS 


Angara said he planned to find "systemic solutions" to problems concerning the hiring and promotion of teachers, following his dialogue with the teachers groups. 


"Iyong parang ang tagal na nilang teacher 1 walang mapuntahan dahil barado doon sa teacher 3. Talagang pinag-aaralan namin ano ang systemic solution sa sistema na magkaroon tayo ng dagdag na pwesto para ma-promote iyong nasa gitna na na-promote din, luluwag ang nasa baba na teachers," he said. 


His office continues to look into some requests such as increasing the salaries of teachers and providing them free health insurance. 


He also plans to implement programs for the career progression of teachers. 


"Mayroon tayong paghahanda, in coordination with the Department of Budget, the Civil Service Commission sa teachers' progression naman, iyong career progression ng ating mga guro. Tapos baka malapit na rin ang teachers education council na hinihintay natin. These are things that will benefit the teachers, hindi lang iyon makakatulong din siya sa pagpapataas ng kalidad ng edukasyon natin. Kasi kapag inspired ang teachers, mas maganda ang resulta," he said. 



Student-teacher ratio, on the other hand, is not a cause of concern at the moment, Angara said. 


"It is not that big. Parang nasa 1 is to 27 yata tayo ngayon kung di ako nagkakaamali. So it is not as bad as the classroom shortage at maswerte tayo na nagpoprovide ang DBM ng mga teacher items," Angara said.
