Ano ‘yung rational why this executive order was issued?” Fernandez said.</p><p>(Because of the transfer of the power from CEZA to PAGCOR, the illegal POGOs preoliferated. What was the rationale behind the executive order?)</p><p>He said the panel will be asking questions about POGOs and their effect on public order, safety and national security.</p><p>“Kaya marami, marami tayong dapat itanong eh,” he added.</p><p>(That&#x27;s why we have a lot of questions to ask)</p><p>For Committee on Public Accounts chairperson Joseph Stephen Paduano of Abang Lingkod party-list, Duterte may also be able to provide answers to questions regarding his former adviser Michael Yang.</p><p>The House of Representatives previously ordered Yang’s arrest and detention for repeatedly skipping hearings into the P3.6-billion illegal drugs seized in Pampanga last year.</p><p>Committee on Human Rights chairperson Rep. Bienvenido Abante Jr. of Manila, meanwhile, justified the invitation the House quadcomm plans to send to Dela Rosa, who was the Philippine National Police (PNP) chief during the Duterte administration.</p><div><a href="https://news.abs-cbn.com/news/2024/6/27/dela-rosa-criticizes-congressional-hearing-into-duterte-s-drug-war-858">• Dela Rosa criticizes House probe on Duterte&#x27;s drug war</a></div><p>Dela Rosa has cited inter-parliamentary courtesy in staying away from the House hearings.</p><p>Abante said the House has the right to investigate Dela Rosa in relation to his role in the so-called war on drugs.</p><p>“We would like to invite him not because he is a senator, but because he was during the time of the war on drugs the director general of the Philippine National Police and under his stewardship libo-libo ang napatay (thousands were killed),” Abante said.</p><p>Asked about the connection of the alleged extrajudicial killings to POGOs and illegal drugs, Abante explained that they want to know whether money from these operations was used for the supposed reward in the alleged “quota system” within the PNP for its members’ accomplishments. </p><p>Former PNP officials have denied they implemented a “quota system.&quot;</p><p>“Nalaman namin from a testimony of one of the police officers na P20,000 to P60,000 ang binabayad d&#x27;yan. We’d like to find out saan nanggagaling ang pera sapagkat nalaman namin na nanggagaling ‘yan sa POGO money, nanggagaling sa gambling money ‘yan,” Abante said.</p><p>(We heard the testimony of one of the police officers that meeting the quota means being paid P20,000 to P60,000. We&#x27;d like to find out where the money came from since we have heard that it was POGO money, it was from gambling)</p><p>Lawmakers, meanwhile, denied that the joint investigation of the House Quadcom is targeting the Dutertes.</p><p>The House of Representatives on Tuesday adopted a resolution authorizing the consolidation of the ongoing investigations into the three issues.</p><p>Lawmakers said a joint investigation will enable them to conduct a more inclusive and thorough examination of interlocking issues.
