The collection comes from the remittance of the Philippine Racing Club, Manila Jockey Club, Philippine Amusement and Gaming Corporation (PAGCOR), Philippine Charity Sweepstakes Office (PCSO), and Metro Manila Turf Club. Part of the collection also comes from licenses, certifications and exemptions, and fines and penalties.

Some of the projects where the collection is allotted includes the continuing implementation of community based drug rehabilitation for mild and moderate drug dependents, and expansion of infrastructure for in-patient treatment and rehabilitation facilities in partnership with the Department of Health.
