MANILA — President Ferdinand Marcos has certified as urgent the general appropriations bill on the proposed P6.352-trillion 2025 national budget.The message of the President to House Speaker Martin Romualdez was read during the House session Tuesday.According to the message dated September 24, the President “hereby certif(ies) to the necessity of the immediate enactment of House Bill 10800” or the budget bill.This is to “ensure the uninterrupted operation of critical government functions, guarantee the allocation of fiscal resources for vital initiatives, and enable the government to adeptly respond to emerging challenges.”Following this, the Office of the House Speaker explained, “the certification will enable the House of Representatives to approve the 2025 GAB on both second and final reading on the same day.”Meanwhile, given the absence of Vice President Sara Duterte on Tuesday, the budget of the OVP will be included again on Wednesday for sponsorship and debate.“It’s already 9 p.m. We’ve waited the whole day and there’s still no appearance from what I was told from the Office of the Vice President. We wanna make sure that we give ample opportunities for the Office of the Vice President to make an appearance for our sponsorship and debate of all agencies. So in that light of giving another opportunity, please allow me to make a motion to include again for tomorrow’s schedule at 10am the Office of the Vice President,” senior deputy minority leader Rep. Paul Daza said.Kabataan Rep. Raoul Manuel called out Vice President Sara Duterte for her absence and the absence of a duly authorized representative.“Iniwan niya sa ere ang taumbayan na nag abang kahapon para sa plenary deliberations para sa OVP budget… for the OVP to appear and answer budget related questions is not an option. It is an obligation, Mr. Speaker,” Manuel said.
