"We put our foot down. Early this year we ... issued a set of guidelines with respect to proper processing of seasonal workers to Korea. Cacdac also reported 3 convictions against perpetrators of rape against OFWs. The agency has also sent home around 250 “OFW babies” born out of wedlock abroad “with no legal identity due to some immigration and other types of issues and concerns.”
