Mark Demayo, ABS-CBN News </div>MANILA — Critics of the privatization of the Ninoy Aquino International Airport have asked the body probing alleged anomalies in infrastructure projects to also investigate the concession agreement for the country&#x27;s main gateway. A group of NAIA workers and stakeholders urged the Independent Commission for Infrastructure (ICI) on Tuesday to look into the Public-Private Partnership (PPP) deal between the Department of Transportation (DOTr), the Manila International Airport Authority (MIAA), and the San Miguel-led New NAIA Infrastructure Corporation (NNIC). In a release, the group PUSO ng NAIA said the deal had &quot;serious lapses in public consultation, disclosure, and regulatory oversight.&quot; The group said &quot;the project may have been pushed through without genuine public participation or accountability.&quot; &quot;The ICI must move for a full review of the agreement to determine whether legal safeguards for consultation, disclosure, and oversight were deliberately bypassed,&quot; the group added.Earlier this year, PUSO ng NAIA, along with other groups and individuals,<a href="https://www.abs-cbn.com/news/business/2025/8/12/groups-ask-supreme-court-to-void-naia-concession-deal-1732"> urged the Supreme Court to declare the said concession contract unconstitutional</a>. They said the PPP agreement contains &quot;red flags&quot; like allowing the collection of fees without proper consultation and approval from Congress.&quot;The ICI must move for a full review of the agreement to determine whether legal safeguards for consultation, disclosure, and oversight were deliberately bypassed,&quot; the group said.The group called on the ICI to investigate the involved officials for possible violations of the Anti-Graft and Corrupt Practices Act and to check the legality of &quot;non-regulated fees.&quot;&quot;The modernization of NAIA is vital and long overdue, but it must not be achieved through opaque and compromised arrangements. The airport belongs to the Filipino people—its rehabilitation should embody transparency, accountability, and public benefit, not private enrichment. We trust that the ICI will act decisively and independently to protect the public interest and uphold public good,&quot; the group added.DOTr, MIAA, and NNIC have yet to comment on the statement.  In an earlier interview, former DOTr Secretary Vince Dizon maintained that the NAIA concession deal was transparent and was guided by the Asian Development Bank.Dizon also said that airport services had improved since NNIC took over.
