The Bulusan project was built by St. Timothy Construction Corporation, one of the country’s top three contractors, while the Frances project was undertaken by Wawao Builders, ranked among the top 15 with 58 flood control projects.

MANILA -- The Federation of Philippine Industries (FPI) on Wednesday welcomed government efforts to clean up the public bidding system amid the ongoing flood control corruption scandal.FPI Chairperson Beth Lee said reports or prior experiences of bid-rigging are the main reason why big-name firms are discouraged from taking on locally funded government infrastructure projects.<div><a href="https://www.abs-cbn.com/news/business/2025/10/8/flood-control-scandal-wiped-out-p1-7-trillion-in-value-from-stock-market-sec-1432" rel="noopener noreferrer" target="_blank">SEC: Flood control scandal wiped out P1.7 trillion in market value</a></div>“Pag niluluto na kasi siya, if you are a legitimate company that’s going to be bidding, you are actually now standing as a deodorizer to the other ones that were already fixed. So that is a big deterrent for large companies or even not-so-large companies but legitimate companies to participate in the bidding,” she said.Not to mention that even just joining the bidding process already requires considerable time and financial resources.“You need to buy the bidding docs, you need to have bonds that are a certain percentage of the amount or value that you’re bidding on so it’s not cheap. Number 2, it has a lot of requirements. Number 3, it takes a long time,” she said.<div><a href="https://www.abs-cbn.com/news/business/2025/9/30/adb-keeps-ph-growth-outlook-at-5-6-pct-1153" rel="noopener noreferrer" target="_blank">ADB keeps PH growth outlook at 5.6 pct, but adds flood projects corruption to weigh</a></div>“Nagsayang lang ako ng pera, yun pala ginamit lang tayo sa picture taking,” added Lee.For Lee, the initiative of new Department of Public Works and Highways (DPWH) Secretary Vince Dizon to livestream the agency’s procurement activities is a step in the right direction.<div><a href="https://www.abs-cbn.com/news/business/2025/10/6/world-bank-depdev-hope-flood-control-issue-to-lead-to-reforms-1827" rel="noopener noreferrer" target="_blank">World Bank, DEPDev hope flood control issue to lead to reforms</a></div>“That will give people who want to participate in bidding, legitimate companies, to actually say magbi-bid na ko kasi kitang kita, patas ang labanan,” she said.Lee admits that the flood control mess has somewhat affected investor confidence, but she said the important thing is to show them that something is being done to address it.“Ang gusto ng investors pag mag-invest sila, ang pera na yun ay talagang magbubunga ng production, manufacturing, then there has to be a positive value, so of course it does have an effect,” she said.“But at this point in time it’s not like oh, we’re not going to invest in the Philippines anymore because corruption is actually part and parcel of all governments, even in our neighbors,” added Lee.DTI Secretary Cristina Roque herself believes foreign investors are currently in a wait-and-see mode as the controversy plays out.“For those that already have investments here, pasok pa rin sila kasi alam na nila anong meron dito, they know naman that this will be resolved in the soonest. But for those that are new, of course, hold back sila,” she said.“For us, the government, what we do is make sure we strengthen yung mga andito na. We help them resolve whatever issues they have,” added Roque.
