Mendoza, DOF photo release </div>MANILA (UPDATED) — President Ferdinand Marcos Jr. has appointed Finance Undersecretary Charlito Martin Mendoza as the new commissioner of the Bureau of Internal Revenue.Mendoza replaces Romeo Lumagui Jr. as head of the tax bureau.Mendoza, a lawyer, previously headed the Department of Financa&#x27;s Revenue Operations Group and oversaw the operations of the BIR and the Bureau of Customs.<div><a href="https://www.abs-cbn.com/news/nation/2025/11/11/lawmaker-calls-bis-extremely-low-level-of-conviction-gravely-concerning-1903">Lawmaker calls BIR’s ‘extremely low’ level of conviction ‘gravely concerning’ </a></div>Prior to being appointed to the ROG in 2024, Mendoza was customs district collector for the Port of Cebu from July 2019 to October 2022, according to a DOF announcement of his promotion to undersecretary.He was a practicing lawyer before joining government, and is a founding partner of the Palafox Patriarca Romero and Mendoza Law Firm.Mendoza was also an associate lawyer at the Angara Abello Concepcion Regala and Cruz Law Offices (ACCRALAW) and the Suarez and Narvasa Law Firm, DOF also said.He placed third in the 2004 bar exams and has a law degree from San Beda University.
