Philippines secures $400-M ADB loan to fund business reforms, lure investors

MANILA — The Asian Development Bank approved a $400 million policy-based loan for the Philippines, which aims to improve ease of doing business and help position the country as a top investment destination.The loan—issued under the Business Environment Strengthening with Technology (BEST) Program—supports measures to streamline business registration, increase regulatory transparency, and modernize digital government services. The initiative is designed to reduce red tape, widen investment flows into priority sectors, and strengthen the foundations for faster private-sector growth.“The private sector is an important engine of growth and job creation. Their role in the country’s overall economic development cannot be overstated,” said ADB Country Director for the Philippines Andrew Jeffries. “We are committed to assisting the Philippines in finding innovative ways to create an enabling environment that would spur a more dynamic business sector—one that will help drive faster economic growth.”The Philippines continues to lag regional peers in competitiveness, ranking 52nd out of 67 economies in the 2024 IMD World Competitiveness Ranking. It also ranked 36th out of 50 economies under the operational efficiency pillar of the World Bank’s Business Ready framework—figures that highlight persistent bureaucratic frictions, especially for smaller firms.The government has made streamlining business processes a priority as it seeks to attract more investors and create jobs. Under the ADB-backed program, agencies will introduce faster permitting, clearer regulatory frameworks, and a strengthened investment facilitation system. The initiative also includes digital guidebooks and an expanded Philippine Business Regulations Information System, developed with the Anti-Red Tape Authority.Investments in renewable energy and digital infrastructure—two sectors critical for long-term growth and emissions reduction—are also key components of the reform package.The loan builds on earlier ADB–Philippine partnerships involving fiscal management, resource mobilization, and post-pandemic recovery, with the lender providing technical assistance to agencies including ARTA, the Board of Investments, and the Department of Information and Communications Technology.
