<p>MANILA — Three lawmakers filed a resolution seeking an investigation into flight delays, cancellations, and diversions, as passengers surge during the holiday break.</p><p>1Tahanan Partylist Rep. Nathan Oducado, Kamanggagawa Partylist Rep. Elijah Fernando, and Northern Samar 1st District Rep.
