MANILA -- The House of Representatives has approved a measure seeking automatic refunds for internet and telecommunications service outages and interruptions.During the plenary session on Monday, 271 congressmen unanimously voted to approve on third and final reading  House Bill 178.Under the measure, public telecommunications entities (PTE) and internet service providers (ISP) shall, on a pro-rated basis, provide a refund credit to a customer or adjust a customer’s bill, for being adversely affected by an internet service outage or interruption of at least 24 hours within a month, except when the reason for such outage is due to network maintenance, a fortuitous event, or acts of third party or subscriber.“The concerned PTEs and ISPs shall apply an automatic bill adjustment, without need for consumer to initiate request, after a standard process, but shall not preclude the consumer from filing a complaint to the appropriate administrative or quasi-judicial agency for disputes regarding refund or bill adjustment amount,” the bill stated.Any PTE or ISP that fails to comply may be penalized with a fine of P50,000 to P200,000 for each count of violation, and for repeated violations, a revocation or cancellation of license, registration or franchise, including the waving of any pre-termination fees of affected subscribers and the timely disbursement of any remaining credits from excessive downtime.The House of Representatives also unanimously approved on third and final reading House Bill 22, which provides for cheaper and more accessible internet for all.The measure seeks to institutionalize the zero spectrum user fee policy for telcos using certain wi-fi frequencies or spectrum.
