MANILA -- The Bureau of Internal Revenue (BIR) on Wednesday said it is now allowing companies to submit certified copies of receipts for sales and purchases in value-added tax (VAT) refund claims.In a statement, the BIR said the receipts or invoices must be certified by an authorized official or employee of the company.The tax agency is also now cutting the number of documentary requirements. Only the following papers are still needed:-proofs of registration with the Securities and Exchange Commission or Department of Trade and Industry (DTI); -copies of Import Entry and Internal Revenue Declarations (IEIRD)/Informal Import Declaration; and -Entry or single administrative documentFor quarterly claims with amortized input taxes from importation of capital goods, the BIR said previous certifications from the Bureau of Customs Revenue Accounting Division (BOC-RAD) can already be submitted.The BIR noted, however, that these will only be accepted if the original copy of certification has been submitted during the processing of the previous claim.The BIR also said that the processing office for VAT refund claims of exporters will verify the export sales of the taxpayer-claimant on the basis of the certification issued by the Export Marketing Bureau (EMB) of the DTI for claims falling under the effectivity of the CREATE MORE Law.This is to prevent the overlapping of validation work among government agencies. Commissioner Romeo D. Lumagui, Jr. said government is simplifying tax refund claims to better serve the public.
