Mark Demayo, ABS-CBN News </span></span></span></div><p>MANILA — Central Luzon and Central Visayas are rapidly rising as the country’s most promising real estate frontiers, with developers and investors accelerating projects in the regions amid Metro Manila’s oversupply and price fatigue, Colliers Philippines said on Market Edge.</p><p>Colliers Research Director Joey Roi Bondoc noted that the shift to suburban and regional growth areas is grounded in data: increasing infrastructure spending, strong overseas Filipino worker (OFW) demand, and significant land banking activity.</p><p>“Central Luzon is now one of the fastest-growing regions in the Philippines,” Bondoc said. “You have Ayala Land, Rockwell, and Vista Land aggressively expanding in this region.”</p><div><strong>Infrastructure Driving Demand</strong></div><p>The transformation is driven by high-impact infrastructure. Bondoc highlighted the New Manila International Airport in Bulacan, which is expected to handle up to 100 million passengers annually by 2029 -- greater than the current 90 million capacity of Singapore’s Changi Airport.</p><p>Also critical are the North-South Commuter Railway, MRT-7, and Manila-Clark Railway, all of which improve access between Metro Manila and Central Luzon.</p><p>In Central Visayas, projects like the Cebu-Mactan Fourth Bridge (post-2028), Metro Cebu Expressway, and the Cebu Bus Rapid Transit system (by 2027) are expected to bolster connectivity and land values.</p><div><strong>Residential Shift: Horizontal Over Vertical</strong></div><p>Bondoc confirmed a notable residential market shift: Metro Manila’s share of real estate loans dropped from 48 percent to about 30 percent, while Central Luzon and Visayas increased their share.</p><p>This aligns with Colliers’ data showing high absorption rates for house-and-lot developments outside Metro Manila. Pampanga alone boasts over 65,000 H&amp;L units, with average sold inventory reaching 94–96 percent across Central Luzon and VisMin provinces.</p><p>Meanwhile, Cebu leads all regional cities in condominium supply with 84,490 units, far ahead of other provinces like Davao (31,960) and Pampanga (4,470).</p><div><strong>OFWs Fuel Regional Property Boom</strong></div><p>A key growth driver is the OFW market. According to Colliers and PSA data:</p><ul style="margin-left:20px;list-style-type:disc"><li>Central Luzon accounts for 15% of total OFW deployment,</li><li>Central Visayas contributes 5%,</li><li>Combined, they represent 20% of total OFW deployment.</li></ul><div><br/></div><p>“These are the families buying property outside Metro Manila. It’s a steady and resilient demand,” Bondoc explained.</p><div><strong>Office Sector Still Resilient in Cebu, Davao, Pampanga</strong></div><p>Despite remote and hybrid work setups, the office sector in key regional hubs remains strong.</p><p>Colliers data shows Cebu accounted for over a third of outsourcing-related office transactions outside NCR in Q1 2025, followed by Davao and Pampanga, which saw major BPO expansions. Notably, Davao now has the lowest office vacancy nationwide at just 6–7 percent, making it a &quot;landlord&#x27;s market.&quot;</p><p>“We have clients scrambling for space in Davao. Developers need to start building now,” Bondoc urged.</p><div><strong>Outlook: Rate Cuts Could Reignite Demand</strong></div><p>Bondoc said the Bangko Sentral ng Pilipinas’ move to lower interest rates should help stimulate real estate buying, especially as developers stretch turnover periods and reduce new launches to manage oversupply.</p><p>“Some projects now have 7-year turnovers, up from the usual 4–5.
