Handout/DOTr"/><span class="fr-inner" style="text-align:left">Artist&#x27;s rendition of Solis, Blumentritt NSCR stations in Manila. <em>Handout/DOTr</em></span></span></span></div><p>MANILA -- The construction of the Solis and Blumentritt stations of the North South Commuter Railway (NSCR) in Manila finally began on Tuesday after getting delayed for over two years due to right-of-way issues.</p><p>Department of Transportation (DOTr) Secretary Vince Dizon and Manila Mayor Isko Moreno led the clearing operations along the Old Antipolo Road which lies between the two planned stations.</p><p>&quot;Kahit na mahigit isang kilometro lang &#x27;to, 2 taon itong hindi gumalaw. Na-award yung kontrata doon sa Indonesian consortium nung 2023 pa, ngayon lang &#x27;to nagsimulang gumalaw,&quot; said Dizon.</p><p>This comes after the local government, the DOTr and the contractor agreed on a new design for the railway posts that would reduce the need for land acquisitions.</p><p>&quot;Mase-save natin lahat ng mga bahay dito, pati yung simbahan. Sa original plan tatapyas tayo ng kalahati ng mga bahay na yan pero ngayon nahanapan na ng solusyon ng mga engineer natin,&quot; said Dizon.</p><p>Some residents, who initially thought they were going to lose their homes, welcomed this latest development.</p><p>&quot;Thanks God, hindi kami mapapaalis. Dati po kaming nasa Recto. Nung nasunugan, napunta rito, kaya marami na po akong pangamba,&quot; said Madeline Melloso.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/business/2025/7/16/economy-and-development-council-approves-ppp-for-north-south-commuter-railway-operations-1241">READ: Economy and Dev&#x27;t Council approves PPP for North-South Commuter Railway operations</a></div><p>Moreno, for his part, committed to fast track the required permits to speed up the project.</p><p>&quot;We will work hand-in-hand with the DOTr team. I have said before, pre-approved na po kayo… Whatever you&#x27;re going to do here, you will have the support of the city,&quot; he said.</p><p>However, 47 informal settler families and more than a dozen stores sitting in the middle of the road will still be displaced like Joseph Mendoza&#x27;s tire shop.</p><p>&quot;Malungkot para sa&#x27;min. May mga anak pa kong nag-aaral, e dito po kinabubuhay namin, sa gulungan,&quot; said Mendoza.</p><p>But the DOTr assures them that they will be properly compensated and relocated.</p><p>Because while the agency&#x27;s budget for right-of-way acquisition may have been significantly reduced due to realignments made in the 2025 budget, Dizon said they still have other sources of funding.</p><p>&quot;Dahil nga sa mga delay na nangyari nung nakaraan, 2023, 2024, merong mga pondo na awa ng Diyos hindi pa nababalik sa treasury,&quot; he said.</p><p>&quot;Para sa 2026, talagang nag-commit ang Pangulo, hindi na siya papayag na may mabawas, lalo na sa mga kritikal na project tulad nitong North-South Commuter Railway,&quot; added Dizon.</p><p>The Solis and Blumentritt stations are crucial to the NSCR project as these will serve as the starting points of the South Commuter Railway, linking Manila to Calamba, Laguna.</p><p>The train&#x27;s northbound alignment, from Clark International Airport to Valenzuela, is seen to begin operations in 2028.</p><p>&quot;Ang bottleneck talaga natin mula Valenzuela papasok ng Caloocan, papasok ng Maynila, yun ang critical portion. Handout/DOTr"/><span class="fr-inner" style="text-align:left">Artist&#x27;s rendition of Solis, Blumentritt NSCR stations in Manila. <em>Handout/DOTr</em></span></span></span></strong></div><p>Apart from the actual railway system, the contractor of the Solis-Blumentritt segment of the NSCR has also committed to fix the waterway in the area and put up additional flood control structures to help address the long-standing flooding issue there.</p><p>Residents said the creek often overflows during heavy rains, causing up to knee-deep floods.</p><p>&quot;Tuwang-tuwa kami kasi madadagdagan ang aming floodway, mado-double up, walang tagas ang Maynila.
