<p>MANILA<strong> (2nd UPDATE) </strong>— The Department of Energy said the Energy Regulatory Commission has ordered the revocation of the permit to operate of the Villar-owned Siquijor Island Power Corp (SIPCOR) amid continuing power problems in the island province.</p><p>Energy Sec. Sharon Garin said the move comes amid the worsening power situation in Siquijor, with outages lasting 11 hours per day on average, which has had a severe impact on the lives and livelihoods of Siquijor residents.</p><p>Garin said the order would be implemented immediately and covers all provisional authorities to operate of SIPCOR and its generating units for &quot;multiple violations of operational and regulatory compliance requirements.&quot;</p><p>&quot;Malinaw po ang utos ng Pangulo, hinidi katanggap tanggap ang dulot na kawalan sa ekonomiya at pinsala sa kabuhayan ng kapabayaang ito,&quot; Garin said.</p><p>(The President&#x27;s order is clear. The losses to the economy and the loss of  livelihood caused by this negligence are unacceptable.)</p><p>Garin said the government has been waiting for almost two months for SIPCOR to fix the power situation in Siquijor. But despite being given sufficient opportunities to address their shortcomings, SIPCOR has failed to improve.</p><p>&quot;Following a NEA [National Electrification Administration] audit of CIPCOR&#x27;s generating units ordered by the DOE, it was revealed that the consumers experienced a total of 568 power interruptions, averaging more than 31 outages per month.</p><p>&quot;Every day po, ibig sabihin, may outage po sa Siquijor,&quot; she said. Since January this year, power outages last between 5 to 15 hours, which has pushed the province to declare a state of emergency, Garin said.</p><p>&quot;These failures have interrupted the delivery of essential public services, impacting hospitals and schools. They have also caused disruptions to businesses, especially the tourism sector, which provides a major source of livelihood to the people of Siquijor,&quot; Garin said.</p><p>&quot;Sa madaling salita, malinaw po na hindi kaya ng SIPCOR ibigay ang serbisyo na ipinangako nila.&quot;</p><p>She said that Emergency Power Supply Agreements were signed last week by Siquijor&#x27;s distribution utility, PROSIELCO, with TotalPower Inc.</p><p>&quot;SIPCOR has now been directed to cooperate and synchronize its plants&#x27; shutdown with the commercial operations and synchronization of the new generating units to PROSIELCO&#x27;s distribution lines,&quot; Garin said.</p><p>When asked, if this decision is appealable, Garin said, the implementation of the order is immediate and its up to SIPCOR to find all legal remedies available to them. DOE will also be investigating other power electric cooperative in other islands that may have the same power outages problems. Garin however clarified, this has nothing to do with politics and purely about giving the right service to its consumers. “This is not political action, hindi po to biglaan, we have been doing this for the past 75 days….so we gave them notices, we gave them advise….talagang it had come to this as mentioned by the most expensive power is not power at all,” Garin explained. “Hindi kami papayag na maulit pa ito muli,” Garin added. Meanwhile, SIPCOR has confirmed receipt of the decision issued by the ERC. </p><p>&quot;We are currently studying the Order and shall exhaust all remedies available to us under the law,&quot; SIPCOR said in a statement.</p><p>&quot;We assure our stakeholders and the public of our commitment to address the matter responsibly and resolve this concern as soon as possible.&quot;</p><div> </div><div> </div><div><strong>- With a report from Johnson Manabat, ABS-CBN News</strong></div><div><br/></div><div><br/></div>
