MANILA — Finance Secretary Ralph Recto told the Senate Finance Committee that the Philippine economy lost over P100 billion to &quot;ghost&quot; flood control projects from 2023 to 2025. Recto made the disclosure during his opening remarks at the Development Budget Coordination Committee (DBCC) on the Proposed Fiscal Year 2026 National Expenditure Program before the Senate Finance Committee.&quot;Dahil po sa mga ghost projects nawalan po ang ating ekonomiya ng 42.3B hanggang 118.5B mula 2023 hanggang 2025. Katumbas po nito ang 95000 hanggang 266 thousand na trabaho na sana&#x27;y napakinabangan ng ating mga kababayan, Recto said.Recto explained this is why they in the DOF condemn these flood control projects that were wasted to corruption as they try their best to prevent wasteful expenditures.The alleged irregularities in flood control projects will be investigated by<a href="https://www.abs-cbn.com/news/nation/2025/9/2/ombudsman-panel-to-probe-flood-control-projects-1531"> a special panel of the Office of the Ombudsman</a>, according to a document that ABS-CBN News obtained Tuesday. The probe is motu proprio or launched on the Ombudsman’s own initiative.
