Marcos presides over NEDA Board Meeting

MANILA -- President Ferdinand Marcos Jr. has signed the Accelerated and Reformed Right-of-Way (ARROW) Act into law, paving the way for the government to acquire land faster for infrastructure projects.Under the new law, the government&#x27;s offer price for affected land shall be based on the valuation system and schedule of market values (SMV) established under R.A. No. 12001, or the Real Property Valuation and Assessment Reform Act of 2024.If there is no schedule of market values, the offer must be based on the Bureau of Internal Revenue (BIR)&#x27;s zonal land valuation and the assessed value of the improvement.Meanwhile, the compensation for project-affected land structures, improvement, and immovable machineries shall be based on the New Civil Code.The new law also orders the the Department of Human Settlement and Urban Development (DHSUD) to work with the local government in establishing and developing resettlement sites for any informal settlers who may be affected.The ARROW Act now also includes sections on the entry and use of ancestral domain, relocation of facilities owned by utility providers, and the sharing of essential right-of-way information with the public.RELATED STORY:<div><iframe width="640" height="360" src="https://www.youtube.com/embed/lQ59Hk0UCX8?autoplay=1&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></div>Right-of-way (ROW) issues have frequently been cited for delays in flagship infrastructure projects, including the Metro Manila Subway and the North-South Commuter Railway. Even privately-funded infrastructure projects such as elevated tollways and the LRT-1 Cavite Extension have experienced delays due to ROW issues.In his 2023 State of the Nation Address (SONA), Marcos promised P9 trillion worth of 194 flagship projects. He also committed to building and improving transportation infrastructure, including roads, bridges, airports, ports, and terminals, and emphasized the digital infrastructure initiative of the previous administration. Of the nine promises he made related to infrastructure, only two were completed, while six are ongoing, and one is yet to be assessed.The government’s overall infrastructure disbursements from 2022 to 2024 totaled P4.2 trillion, and as Marcos promised, yearly spending represented 5.8 percent of the gross domestic product.--with reports from Rowena Caronan, Kevin Luis Fernandez, Eliseo Ruel Rioja, ABS-CBN Research and Verification Unit
