MANILA (UPDATED) — The Philippine Contractors Accreditation Board (PCAB) has revoked the contractors&#x27; licenses of nine companies owned or controlled by flood control projects contractor Sarah Discaya.The PCAB said its has revoked the licenses of the following:• St. Gerrard Construction Gen. Contractor &amp; Dev’t Corporation • Alpha &amp; Omega Gen. Contractor &amp; Dev’t Corporation • St. Timothy Construction Corporation • Amethyst Horizon Builders And Gen. Contractor &amp; Dev’t Corp. • St. Matthew General Contractor &amp; Development Corporation • Great Pacific Builders And General Contractor, Inc. • YPR General Contractor And Construction Supply, Inc. • Waymaker OPC • Elite General Contractor And Development Corp.In a resolution, the PCAB said the continued accreditation of these corporations is harmful to public interest, industry integrity, and government procurement transparency.PCAB said Discaya&#x27;s admission at the Senate hearing this week that she owns or controls the nine firms &quot;and have participated in bidding of government projects” influences the outcome of public bidding, manipulates results and corners public projects.It said this &quot;[undermines] transparency, fairness, and competition in violation of procurement laws and licensing requirements.&quot;<div> </div><div>PCAB ALSO UNDER SCRUTINY</div>The PCAB had earlier <a href="https://www.abs-cbn.com/news/nation/2025/9/2/pcab-eyes-action-against-9-discaya-owned-construction-firms-2209" rel="noopener noreferrer" target="_blank">said</a> it was eyeing action against the Discaya-linked companies, with Executive Director Herbert Matienzo, a lawyer, saying he believes Discaya violated the contractor’s license law and the procurement law by having the companies bid for the same projects.A lawmaker, however, has called for a <a href="https://www.abs-cbn.com/news/nation/2025/9/3/solon-seeks-lifestyle-check-on-pcab-executive-director-0128" rel="noopener noreferrer" target="_blank">lifestyle check</a> on Matienzo, amid <a href="https://www.abs-cbn.com/news/nation/2025/8/31/lacson-pcab-extorts-from-contractors-for-license-1633" rel="noopener noreferrer" target="_blank">allegations</a> that the board is offering contractor licenses for a price.<div><a href="https://www.abs-cbn.com/news/business/2025/8/29/dti-looking-into-contractor-accreditation-for-sale-allegation-0906" rel="noopener noreferrer" target="_blank">DTI looking into ‘contractor accreditation for sale’ allegation</a></div>Meanwhile, Trade and Industry Secretary Ma. Cristina Roque has placed the Construction Industry Association of the Philippines (CIAP) and its implementing boards like PCAB under her direct supervision.The Department of Trade and Industry said this is to being done to restore integrity and transparency through a major revamp.“Placing them under my direct supervision will ensure that order, transparency and accountability is restored within these agencies,” said Roque.“Full transparency and cooperation are mandatory, and those who breach the trust and mandate entrusted to us will be held accountable,” she added.
