City Transport and Traffic Management Office - Davao City Facebook page</div>MANILA — Davao City is still the most traffic-congested city in the Philippines, according to the TomTom Traffic Index, which also lists  the Philippines as the most traffic-congested country in Asia, with a congestion rate of 45 percent.TomTom said it used GPS data and real driving speeds in its analysis.&quot;Congestion is calculated by collecting all the travel times recorded by TomTom during a given period of time in a given area and comparing them with the lowest travel times from when traffic is in a totally free-flowing state,&quot; it also said on its website.For the second year in a row, Davao beat Manila, after data showed that residents in the southern city can travel only 4.4 kilometers in 15 minutes.The index noted that in Davao, 168 hours are lost during rush hours each year. Worldwide, Davao is the 12th most traffic-congested city.Manila, where residents travel 4.7 kilometers in 15 minutes, ranks behind Davao. Some 143 hours are lost in Manila rush hour traffic each year, the index said. Manila emerged as the 40th most traffic-congested city worldwide.<div>DIZON, TORRES RESPOND </div>In response to the report, Public Works and Highways Secretary Vince Dizon said the speedy completion of construction works as well as rehabilitation done by utility providers could improve traffic congestion in Metro Manila.&quot;Basically, kailangan walang natetenggang construction at dapat maayos ang construction sites, not just for DPWH projects but also utilities,&quot; Dizon told reporters while inspecting a flood mitigating project in Araneta Avenue in Quezon City.&quot;Marami dyan kahit ongoing yung construction kung maayos naman yung construction site less yung epekto sa traffic tsaka kailangan mabilis (yung trabaho), hindi lang DPWH pati yung mga utilities, telco,&quot; he added.To mitigate traffic congestion, the DPWH chief said he would enforce strict compliance of proper construction policies, including the prevention of stalled projects which could cause traffic jams.He said an example of a well-managed project is the ongoing EDSA rehab, which has included traffic mitigation in the planning period.Meanwhile, Metropolitan Manila Development Authority (MMDA) General Manager Nicolas Torre III on Thursday said the government is coordinating with private stakeholders and the academe to address traffic congestion in key cities in the country, following the release of TomTom&#x27;s 2025 traffic index.During a creek cleanup drive in Valenzuela, Torre said the MMDA is coordinating with Project NOAH and the National Center for Transportation Studies at the University of the Philippines to discuss solutions for traffic congestion.&quot;Titingnan natin kasi ang traffic kasi tatlong components lagi yan. Kami ay nagtutulungan MMDA at MMC para masolusyonan ang mga complex na problema na kinakaharap natin,&quot; he said.Globally, the most traffic-congested city in the world is Mexico City in Mexico, where the congestion rate is at 75.9 percent.In 2nd place is Bengaluru in India, followed by Dublin in Ireland, Łódź in Poland, and Pune in India.In 6th to 10th place, meanwhile, are Lublin, Poland; Bogota, Colombia; Arequipa, Peru; Lima, Peru; and Bangkok, Thailand.
