Maria Tan, ABS-CBN News/File</div>MANILA — Most riders and drivers working in transportation network vehicle service (TNVS) platforms said they have access to social protection and benefits, based on a study conducted by the International Labour Organization (ILO).According to the “2025 Platform Work Survey: Philippines” commissioned by ILO from June to December 2025 released on Jan. 29, nearly 90 percent of TNVS riders and drivers who participated in the survey said they have access to health and workplace injury insurance as well as retirement benefits.The study showed that they obtained these benefits through public social insurance, mandatory public social insurance independent of employment, and voluntary contributions.Aside from this, the ILO study said the riders and drivers earn an average of P6,704.00, net of costs weekly, with some earning P9,800.When it comes to vehicle ownership, the ILO said 76 percent of the riders and drivers they surveyed said they own their own vehicle, while 8.9 percent rents from someone and 1.2 percent rents from the company.Repair and maintenance, meanwhile, reach an average of P1,730 monthly, according to the report.The ILO said among the points of improvement for the working conditions of TNVS riders and drivers should include increase in pay and incentives, lowering the platform’s commission and service fees, and provision of gasoline allowance.  Aside from these, drivers have called for a motorpool for vehicle maintenance and the implementation of dynamic pricing based on traffic or weather.In terms of operational fairness and protection, the drivers and riders also want more protection from fake bookings, scams, and bogus buyers.Companies should also “review customer complaints and listen to the driver’s side before imposing restrictions or immediate suspensions,” based on the study.The survey had 400 respondents in 9 different platforms on ride-hailing, food delivery, logistics, and parcel delivery. It had a 5 percent margin of error.The ILO study covered 12 out of 17 regions across the Philippines.The United Nations agency said the study aims to document labor practices, assess the impact of digital platforms on employment, and help inform policies on enterprise formalization and the expansion of social protection for workers.
