<p>MANILA — The Philippines&#x27; sovereign debt reached P17.71 billion by the end of 2025 as the government borrowed more to fund development programs and amid the weakening of the peso against the dollar.</p><p>The Bureau of the Treasury said this number was 10.32 percent higher than the P16.05 trillion seen in 2024.</p><p>Domestic debt accounted for 68.4 percent of the total debt figure. Domestic debt hit P12.12 trillion due to the government&#x27;s net issuance of government securities at regular auctions and the offering of Retail Treasury Bond Tranche 31.</p><p>Foreign debt, meanwhile, jumped to P5.59 trillion on the back of the issuance of new global bonds and net availment of official development assistance from international development partners.</p><p>The treasury said foreign debt climbed because of the upward revaluation of foreign currency-denominated debt brought about by unfavorable exchange rate movements.</p><div><a href="https://www.abs-cbn.com/news/business/2026/1/15/peso-falls-to-new-low-of-p59-46-to-us-dollar-1114" rel="noopener noreferrer" target="_blank">Peso falls to new low of P59.46 to US dollar</a></div><p>Philippine economic managers have said that the country&#x27;s growing debt was not a cause for concern as long as the economy grew faster than the debt. </p><p>Economic growth, however, was <a href="https://www.abs-cbn.com/news/business/2026/1/29/philippines-gdp-fourth-quarter-2025-below-target-1012" rel="noopener noreferrer" target="_blank">slower than expected</a> in 2025, as weather disturbances dampened economic activity, and the government slowed down spending following a massive corruption scandal.</p><div><a href="https://www.abs-cbn.com/news/business/2026/1/7/philippine-debt-rises-to-p17-65-trillion-in-november-1809" rel="noopener noreferrer" target="_blank">Philippine debt rises to P17.65 trillion in November</a></div><div><iframe width="726" height="408" src="https://www.youtube.com/embed/8RQSJ7pQPzw" title="PH posts worst economic growth since 2011 in Q4 2025 | ANC" frameBorder="0" allowfullscreen=""></iframe></div>
