MANILA — The Department of Transportation (DOTr) and the Light Rail Transit Authority (LRTA) have signed an agreement with LandBank to repay the government&#x27;s loan to the operator of the LRT-1 railway.In a statement, the DOTr said the deal with LandBank will allow it to pay its P3.6 billion loan to the Light Rail Manila Corporation (LRMC).Transportation Secretary Giovanni Lopez said the credit line agreement will help the LRMC ensure continued services for commuters.“We hope that as we settle our obligation with the private concessionaire, we will see more improvements on their services, including structural upgrades, digitalization, and reliability of the rail line,” Lopez said.In November 2025, the LRMC said it wants Metro Pacific Investments Corporation (MPIC) to stay with its consortium, after MPIC Chairman Manny Pangilinan said he is <a href="https://www.abs-cbn.com/news/business/2026/5/21/landbank-lowers-transfer-fees-to-p8-1204">considering</a> exiting the light rail business because of losses.LRMC President and CEO Enrico Benipayo then said he is hoping that Pangilinan will reconsider and stay with LRT-1 because there are plans to make the rail line profitable in the coming years. Pangilinan had earlier said the number of passengers has not recovered due to the pandemic, and it has affected the viability of the business.One of the reasons for the losses is the lack of fare hikes, which were supposed to be part of the public-private partnership agreement.LRMC is a joint venture company of MPIC, Ayala Corporation, Sumitomo Corporation, and Macquarie Investments. LRMC started operating LRT 1 in 2015 through a P65-billion 32-year concession agreement with the government.
