MANILA — The Department of Energy said Japan and the Philippines have agreed to strengthen their energy security cooperation, with Tokyo pledging to support Manila in building its first strategic petroleum reserve system.Japan and the Philippines also agreed to spearhead a regional joint stockpiling roadmap for the Association of Southeast Asian Nations.  The announcement followed a meeting in Tokyo between Japanese Prime Minister Sanae Takaichi and Philippine President Ferdinand Marcos Jr., where the leaders shared a vision to improve supply chain resilience amid shifting global geopolitics.  The DOE, quoting a joint statement released by Japan&#x27;s Ministry of Economy, Trade and Industry (METI) and the Philippine Department of Energy (DOE), said the cooperation will be advanced under the &quot;Partnership On Wide Energy and Resources Resilience Asia&quot; (&quot;POWERR Asia&quot;) framework.  As part of the bilateral pact, Japan will assist the Philippines in establishing its strategic petroleum reserve program and developing new stockpiling facilities. Tokyo plans to deploy technical expertise by conducting feasibility studies and offering capacity building through state agencies, including the Japan Organization for Metals and Energy Security (JOGMEC) and the Japan Bank for International Cooperation (JBIC), alongside Japanese trading and engineering firms.  &quot;Both sides will explore the possibility of Japanese government institutions and private companies participating in EPC and financing for relevant projects,&quot; the joint statement noted.  Furthermore, the two countries will collaborate on the Philippines&#x27; broader vision to establish an &quot;ASEAN‑wide joint stockpiling&quot; mechanism. The Economic Research Institute for ASEAN and East Asia (ERIA) will lead the creation of a financing roadmap for the regional initiative, to be officially unveiled at the upcoming ASEAN and Asia Zero Emission Community (AZEC) Summits.  Japan also revealed plans to engage with Middle Eastern and other oil‑producing nations to bolster these regional energy security and resilience efforts.Japan is regarded as having one of the largest strategic oil reserves in the world, with stockpiles covering roughly 206 to 228 days of domestic consumption—well in excess of the International Energy Agency&#x27;s recommended 90 days.Meanwhile, the Philippines has the following stockpiles of fuel, according to the latest estimate of the DOE:Gasoline — 45.87 daysDiesel — 41.07 daysKerosene — 138.93 daysLPG — 41.49 daysJet fuel — 66.41 daysFuel oil — 47.17 days
