MANILA -- The Civil Aviation Authority of the Philippines is eyeing to train more air traffic controllers and complete its Civil Aviation Master Plan by the end of 2026.CAAP Director General Lieutenant General Raul del Rosario said the comprehensive plan contains upgrading of infrastructure, improving operational efficiency, and ensuring alignment with international standards.Del Rosario underscored the need to increase and further train air traffic controllers (ATCs), saying there are currently only 914 ATCs out of the 1,200 needed by the country.“Nagko-conduct tayo ng two courses ng air traffic controllers—ng dalawang courses isang taon at halos 60 to 90 ang napapa-graduate natin pero ito ay hindi pa sapat globally at locally kailangan talagang mas marami pang air traffic controllers – very high skilled ito at very critical,” he said. The CAAP chief said modernization is also underway, including the new en route aerodrome and approach simulator that aims to increase the operational readiness of air traffic controllers.“Bibilis din ang training at mapapabilis nating mapunuan iyong kakulangan aside from doon sa operational readiness at additional skills dahil marami kang masi-simulate without the benefit of flight, kahit walang lipad maraming maidudulot na training ang simulator,” he said.“Itong CAMP na ginagawa natin ngayon ay guided tayo ng European [Union] Aviation Safety Agency at tinutulungan nila tayo dahil mayroon na silang sapat na experience kung anong structure, anong format at ano ang laman,” he said. “Nagkaroon tayo ng cooperation agreement with European Union Aviation Safety Agency (EASA) in 2024 hanggang 2026, so nasa kalagitnaan na tayo ng paggawa ng ating Civil Aviation Master Plan at nakikita natin na matatapos ito by the end of the year,” he added.He added that the body has been preparing for the Universal Safety Oversight Audit Programme (USOAP) by the International Civil Aviation Organization (ICAO) in September 2026.
