Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) said Wednesday it was drafting a policy that would mandate facial verification for passengers in ride-hailing apps, following recent incidents of violence on motorcycle (MC) taxi riders by their passengers.</p><p>LTFRB Board Member Greg Pua Jr. stated this before the House Committee on Transportation, after 1RIDER party-list Rep. Rodge Gutierrez previously called for measures to protect MC taxi riders.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/15/-walang-awa-motor-taxi-rider-patay-sa-saksak-ng-angkas-sa-caloocan-0714" rel="noopener noreferrer" target="_blank">&#x27;Walang awa&#x27;: Motor taxi rider patay sa saksak ng angkas sa Caloocan</a></div><p>Under the draft policy, riders have the option to decline or cancel bookings by passengers whose identities are not verified, without penalties.</p><p>“Because of our meeting, nag-draft kami ng mandatory know-your-customer verification of passengers by all TNCs (transport network companies), ‘yung four wheels, and MTPPs (motorcycle taxi platform providers),&quot; he said.</p><p>&quot;Ang nakasaad dito, ‘yung ating mga pasahero ay kailangan nilang gumawa ng account, mag-submit ng government ID at magkaroon ng real-time facial verification, bago sila makagawa ng account doon sa platform na ‘yun,&quot; he said.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/7AyYsf23O2k?autoplay=1&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><p>&quot;Kapag ang booking na matatanggap ng ating riders ay hindi verified, puwede niya itong hindi tanggapin o ikansela without any penalties on our part,” Pua explained.</p><p>“We have to make very clear yung policies on safety nila… At least maging deterrent po ‘yun, di ba? Kung may identification. Kung alam nilang nasa booking nila, nandoon ‘yung ID nila,” Gutierrez said.</p><p>The LTFRB is also crafting a “grievance machinery”, which will allow riders to explain, before they are removed from a platform or their provisional authority to operate is cancelled.</p>
