MANILA — A major Philippine business group backed a major US-backed tech hub initiative on Thursday, describing it as a &quot;transformative opportunity&quot; while calling for strict guardrails to protect national interests, local jobs, and the environment.The Management Association of the Philippines (MAP) gave a conditional green light to the proposed Pax Silica Initiative, a high-tech hub focusing on artificial intelligence, semiconductors, advanced manufacturing and critical minerals.In a statement, MAP called its policy a &quot;Proceed, but Protected&quot; approach. The respected organization of business leaders urged the government to negotiate firmly rather than embrace the project with &quot;blind optimism.&quot;&quot;The Management Association of the Philippines (MAP) recognizes that the proposed Pax Silica Initiative represents one of the most consequential economic development opportunities presented to the Philippines in recent decades,&quot; the group said.However, the association emphasized that economic benefits must be balanced against risks regarding &quot;environmental sustainability, resource utilization, community impact, economic sovereignty, and the long-term strategic interests of the Philippines.&quot;<div>Non-negotiable guardrails </div>While welcoming the potential for large-scale investment and high-tech job creation, MAP outlined six non-negotiable guardrails for Pax Silica. These are: <ul style="list-style-type:disc"><li>industrialization and value addition</li><li>measurable local technology transfer</li><li>clear pathways for Filipino leadership </li><li>robust environmental protections </li><li>community protection and inclusive growth</li><li>preservation of sovereignty and national jurisdiction over all activities</li></ul><div> </div>Pax Silica comes as the Philippines seeks to move away from a traditional economic model dependent on low-value exports, overseas worker remittances, and raw material extraction.&quot;MAP therefore adopts the position that the Philippines should pursue Pax Silica, if it is anchored on a clear framework of national interest, shared prosperity, sustainability, and accountability,&quot; the statement said.To ensure compliance, the management body called for an independent multi-stakeholder oversight structure—bringing together representatives from government, business, civil society, labor, and academia—to track key performance indicators and maintain public transparency.&quot;If structured properly, Pax Silica can become more than a foreign investment project. It can become a platform for national development,&quot; MAP added, urging the government to &quot;actively pursue the opportunity, negotiate from a position of national interest, and establish the guardrails necessary to ensure that the benefits are broad-based, sustainable, and unmistakably Filipino.&quot;In his fifth State of the Nation Address, President Ferdinand Marcos Jr. said the <a href="https://www.abs-cbn.com/news/business/2026/7/27/marcos-says-cagayan-to-host-spaceport-pax-silica-as-ticket-to-ai-industry-1914" rel="noopener noreferrer" target="_blank">Pax Silica Industrial Hub will bring tech jobs </a>into the country.“Additionally, a product of the 23-member-strong and US-led Pax Silica Initiative, the Pax Silica Industrial Hub will create an ecosystem that will have AI at its core. It will bring quality jobs to our people, accelerate our industrial competitiveness, and revitalize our economy,” Marcos said during his SONA.He added that the hub, which will be located in New Clark City in Tarlac, will have an advanced manufacturing and logistics center in the global AI and technology value chain.Various groups, however, have <a href="https://www.abs-cbn.com/news/business/2026/7/26/scientists-farm-workers-dispute-bcda-s-pax-silica-promises-1625" rel="noopener noreferrer" target="_blank">raised the alarm over Pax Silica</a>, questioning whether the Philippines can provide enough power and water, among other things, to host the proposed industrial hub given the country’s current struggles with inadequate power and water supply.
