MANILA — Employers cannot revoke the adjusted salaries that were already released to workers before a Pasig court issued a temporary restraining order (TRO) against the additional P60 hike for minimum wage earners in Metro Manila, the Department of Labor and Employment (DOLE) said on Friday.<div><a href="https://www.abs-cbn.com/news/business/2026/7/30/pasig-court-grants-tro-halting-ncr-wage-hike-2218" rel="noopener noreferrer" target="_blank">Pasig court grants TRO halting NCR wage hike</a></div>“May vested right na yung manggagawa so hindi na dapat isauli yun,” Labor Secretary Francis Tolentino told reporters. “At the time it was prepared and received, wala pang order yung National Wages and Productivity Commission na suspended,” he said.The comment comes after Pasig Regional Trial Court Branch 152 issued a TRO against the wage increase following a petition from a construction company that argued against the policy.“Medyo malungkot po tayo dahil para sa kapakanan po ’yan ng manggagawang Pilipino, pero tatalima po tayo sa desisyon ng husgado,” Tolentino said, noting that the release of the TRO was unexpected.“Very sensitive subalit antabayanan natin. Hayaan natin na gumulong ang proseso,” he said.The Office of the Solicitor General (OSG) will represent the National Wages and Productivity Commission (NWPC) in the case lodged in the Pasig RTC, said Atty. Sarah Buena Mirasol, regional director of the DOLE in the National Capital Region.“I cannot disclose kung ano po ang magiging legal strategy because that is of the OSG,” Mirasol said.“[Pero] Dapat mag-apela sila (construction company) sa NWPC. Kung ang apela nila is a TRO… dapat may magpo-post ng bond at ito ay dapat sa lahat ng minimum wage earners, hindi lang sa isang sector,” she said.“If there is a TRO prayer, NWPC ang dapat na magdecide noon.”The DOLE is monitoring another case that was reportedly filed in Navotas, the regional director said, adding that the agency is still gathering more information about the additional filing.Earlier this year, the DOLE announced the P85 wage increase in the capital region, saying that it would be implemented in two tranches. The first P60 increase, which would raise the daily minimum wage from P695 to P755, was scheduled for July 25. The remaining P25 was set for January 20, 2027, which would bring the minimum wage in Metro Manila to P780 per day.
