MANILA – Malacañang assured Thursday that the fiscal year 2024 Performance-Based Bonus for qualified government employees will be released this year. “Ang Fiscal Year 2024 Performance-Based Bonus para sa mga kwalipikadong kawani ng pamahalaan ay ipoproseso at inaasahang maipagkakaloob ngayong taon. Okay, baka mas maaga pa, earlier,” Palace Press Officer Undersecretary Claire Castro said in a press briefing Thursday, July 9. The funding for the bonus will be charged from the 2026 General Appropriations Act.The incentive was created under the virtue of Executive Order No. 61, series of 2024, which mandates the establishment of a streamlined and simplified government performance management and incentives system.It &quot;harmonizes the Results-Based Performance Management System and Performance-Based Incentive System with ease of doing business initiatives.&quot;A technical working group was subsequently created to prepare a comprehensive report on its findings and recommendations for the establishment of a new government performance management and incentives system.“Only those personnel whose compensation is funded under the Personnel Services (PS) allocation, such as employees holding regular, contractual, and casual positions shall be covered by this Circular,” reads the memorandum circular 2026-1 dated July 3, 2026 containing the guidelines of the bonus. For an agency to be eligible, it must satisfy the criteria and conditions under four dimensions of accountability, namely Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results.“The eligibility of an agency for the grant of the FY 2024 PBB shall depend on its overall score in the aforesaid four (4) dimensions of accountability. To become eligible for the FY 2024 PBB, the agency must attain an overall score of at least 70 points based on the scoring system,” it added.
